This is done on top of a WIP face mesh by Haz. This is sort of the process used in the game industry. Concept artist working closely with a modeler and painting over each other's work to communicate effectively.
The thematic of this world is pretty much this. Sexy Robot. Contrast of Soft Skin and Hard Metal.
